Working Group Decision on ISSUE-74 canvas-accessibility and ISSUE-105 canvas-usemap

Here is the decision. It has been drafted in HTML format to aid readability.

As usual, that the chairs made an effort to explicitly address all arguments presented in the Change Proposals on this topic, primarily in rationales but also in "positive effects" sections, in addition to arguments posted as objections in the poll. It's also worth noting that ISSUE-131, covering accessibility issues related to canvas-based editors, remains open.
