Subject: ISSUE-133 modal-attribute: Chairs Solicit Proposals

'Add a modal attribute to html5 to indicate a modal segment of the DOM (modal dialog)'

Per the decision policy, at this time the chairs would like to solicit volunteers to write Change Proposals.
