This is a violation of the decision policy, which requires that the 
editor to have reviewed and responded to the issue in the bug before the 
issue is escalated.  Now given there are over 300 bugs in the queue, and 
the fact that Hixie cannot possibly get through all of them in just 2 
months, especially using the summer holiday period, there is 
insufficient justification for this issue to be reopened at this stage.
