Updated ISSUES 90, 91, 93, 96, 97 Change proposal

Hi All,

Since one of the objections that had been raised against some of the
new semantic elements was concern that browsers might not implement
them, I decided to update the change proposal to make it clear that at
least some of them has made commitments to do so.

It would be great to hear from representatives of Microsoft and Opera
if they intend to implement these elements, with accessibility
support, if they remain in the spec. Or even better, if they have an
active opinion on if they think these elements should remain in the
spec or not.
