I reopened 9392 so that it gets an actual response from the editor.

P.S. Note to volunteer bugzilla helpers: please don't close bugs as  
INVALID without the usual editor's response template unless they are  
clearly just spam bugs. If a bug asks for a change to something  
intentional, we should let the appropriate spec editor decide whether  
there is enough new information to change it, and in turn to mark it  
FIXED or WONTFIX with an appropriate rationale.
