CfC: Create Testing Task Force

There has been a fair bit of discussion surrounding the Testing Task  
Force. There has been some positive response, and no objections raised  
so far.

Therefore, the following resolution is proposed:

** RESOLUTION: The HTML Working Group shall create a Testing Task  
Force to focus on the development of the HTML test suite. **

If we create this Task Force, any HTML Working Group member will be  
free to participate. The Chairs will appoint one or more facilitators  
and we will let the Task Force largely decide how to organize itself.

If you object to this resolution, please indicate your objection by  
Tuesday, October 6, 2009. If you object, please give a reason. It  
doesn't have to be a very good reason, but it should be a reason that  
you believe in. If there are no objections by the stated date, this  
resolution will become a Working Group Decision by unanimous consent.
