There currently is no way to get notified when a change is made to
an issue. Every issue does have a changelog that provides an audit
trail with info about all changes; e.g.:

  http://www.w3.org/html/wg/tracker/issues/84?changelog

I can imagine that a syndicated feed could be produced from the
same mechanism that generates the changelogs.  I'll talk to the
systems team and take a look at myself too. Also, we have git
repository for the Tracker source, and welcome code contributions.
So if anybody has an interest in helping with it, please contact
me off list and I can give you the info.
