old unresolved bug: Bug 5821

Bug 5821[1] last had activity 6/29/2008. The title is "meta/@scheme
missing", and was filed by Julian Reschke.

Ian did comment, Julian replied, and Ian replied that the item should
be escalated to an issue, and reassigned the bug to Mike Smith. But
that was the extent of activity, and the bug is still listed as New.

Can we either escalate this to an issue, if it had not been escalated
earlier and if Julian is dissatisfied with the effort with the bug, or
get it closed?
