ISSUE-55: Re-enable @profile in HTML5 (draft 2)

Per my ACTION-144[1] to address ISSUE-55[2], the HTML5 Extended
Processing Behavior spec has been updated. This is the 2nd editor's
draft which integrates input from Maciej, Julian, Ian, Henri, Doug,
Philip, Jonas, Tab, Toby, Smylers, and Mark:

Changes, as outlined last week[3], include:

- Removing @version completely
- Keeping @profile obsolete but conforming
- Defining the new replacement mechanism for @profile as rel="profile"
- Appending Julian's HTML4 @profile errata to the document

Feedback and continued debate on this 2nd draft is encouraged.
