          Platform: PC
        OS/Version: Linux
            Status: NEW
          Severity: normal
          Priority: P2
         Component: Spec bugs
        AssignedTo: dave.null@w3.org
        ReportedBy: jg307@cam.ac.uk

It seems reasonable to allow tables and figures to have multiple paragraphs or
lists in their captions. Therefore we should not be over restrictive and should
allow flow content in table and figure captioning elements.
