<isindex> parsing

The spec doesn't match IE with <isindex> parsing. The spec generates <p>  
and <label> which IE doesn't. The <p> causes spacing. Other browsers don't  
have such spacing, either. The <label> seems fine, though.

I'd suggest to not imply the <p>.
