No. Of course it is not from WAI. I am a member of the HTML Working
group; not a member of WAI. It is from the individuals whose names
appear at the end of the email. No WAI groups saw or approved or
endorsed the proposal. It is a collaborative proposal from concerned
individuals.

WAI's Protocols and Formats Working Group (PFWG)  is the primary
contact as stated in the HTML WG charter.

Ian, if you among all of us HTML Working group members, are confused
about who to work with and what is the procedure, no doubt others
certainly are too.

The proposal is an attempt to clarify and formalize an official HTML
WG procedure:
