Here is the proposed text, as promised:

"This document does not represent consensus in the HTML WG. In 
particular, some WG members do not support normative status for this 
document, and thus do not support its advance on the Recommendation 
track. Discussions about the normative status of this document are 
ongoing, and no decision has been taken yet. Like all documents produced 
by the HTML WG, this document will use the design approach described in 
<a href="http://www.w3.org/TR/html-design-principles/">HTML Design 
Principles</a>."
