I believe the way the first half of that statement is inappropriate for 
this draft, but the second half is much closer to what I consider to be 
accurate.  I suggest that it be revised again to the following:

   "This specification is intended as an adjunct to HTML 5 for HTML
    producers and other individuals wishing to establish conformance of
    HTML markup with respect to the requirements described in HTML 5."

With this change, in addition to changing its status to informative, I 
will have no objection to publishing it as a FPWD.  Although there still 
remains a number of technical issues with regard to the rest of the 
draft's content, such issues can be safely left to be addressed in 
subsequent drafts.
