Just my two eurocents here : making an element, small in our case, have both inline and block behaviors depending on its content model is a nightmare for wysiwyg content editors. I've said it many times about ins and del. I sincerely do not understand why small is preserved in HTML 5. From my perspective, it can rest in peace. </Daniel>
