"sgml-compatibility" is, in my opinion, better than "legacy-generator- 
compat", except many people cannot spell 'compatibility' (http://www.google.com/search?q=compatability 
). Philip pointed out that we'd get better coverage by using the  
system id instead. For the system id, it would be prudent to use an  
absolute URI that doesn't resolve to anything.

<!DOCTYPE html SYSTEM "about:sgml-compat"> would seem to fit the  
requirements as a legacy generator alternative to <!DOCTYPE html>.
