I do not think that this was necessarily the case;
as an HTML author, I /preferred/ HTML 4.01 Strict,
but if I was unable to achieve my goal using
Strict in either Mozilla or IE, I was prepared to
use the Transitional DOCTYPE as a matter of necessity.
