I mark bugs RESOLVED REMIND when they're blocked on things I can't do 
anything about. I go through the bugs marked REMIND on a semi-regular 
basis to reopen them if things have changed.

(I can't drive the bug list to zero if there are bugs that I have no 
ability to remove from the list.)

I'm happy to use some other mechanism if people think that is more 
preferable. The only requirement is that there be a way to hide those bugs 
from the list of bugs I have to resolve.
