Sam Ruby and Dan Connolly asked me to resend my proposed issue
closures in individual emails, with clear subject lines, and Cc'd to
the issue originator when possible. Apologies for the spam. If there
are no objections, I will close this issue on 2009-08-20.

ISSUE-16: offline-applications-sql - offline applications and data
synchronization
http://www.w3.org/html/wg/tracker/issues/16

It looks like the suggestion in this issue was completed. In addition,
SQL storage and LocalStorage have been split into independent
specifications, and Application Cache has been implemented by multiple
vendors

Maciej
