Author view of the spec

As people are interested in an author-only HTML spec, I added a  
feature to anolis that allows parts of the spec ? in this case the  
implementation requirements ? to be stripped before the output is  
generated. This may provide a more satisfactory user experience than  
using stylesheets to hide part of the spec.

Some preliminary output is at [1] (unstable URL). This is highly  
likely to contain bugs.
