I support the publishing of this draft. This is the approach that other
W3C groups take: point out areas of contention while they are under
discussion.

(Actually, when there are competing proposals, both or neither are
published, and I would prefer those approaches, but I can live with
Manu's compromise.)

As I am traveling with less time than usual over the next 10 days, if
