toward Internet Draft for URLs in HTML 5

regarding ACTION-118
Reformat the document on URLs in HTML 5 as an Internet Draft

I got it mostly done today:
  http://www.w3.org/html/wg/href/draft-ietf.html

That's derived from the 17 March draft:
  http://www.w3.org/html/wg/href/draft.html

by way of some tools:

Still outstanding is the suggestion to change from "Web Addresses"
to "Hypertext References".

And a suggestion for testing using some DOM interfaces
around the <a> element.

If there are other suggestions pending, I'd appreciate a reminder.
