Michael(tm) Smith ensured that Ian Hickson follows up... last year

I suggested that this item be closed given that we have not received any 
feedback, but DanC objected.  We are now into the second quarter of this 
year... is there any reason why this can't be closed now?

The only thing missing is... such a document.  I'd like to reassign this 
issue to Rob.

Progress was made at the AC meeting.  I'll provide an update on 4/9, but 
I don't expect the issue to be closed by then.
