willValidate and image controls

http://www.whatwg.org/specs/web-forms/current-work/#willvalidate currently  
says that willValidate will return true for image controls. It seems that  
it's a simple oversight. When willValidate is merged into HTML5 it should  
be fixed to return false instead for image controls.
