Spaces in URLs

There were some discussions about whether to allow spaces in URLs.

I have opted for not allowing anything that URIs and IRIs don't allow or 
that wouldn't be treated in a manner compatible with URIs and IRIs. If 
people want to allow more values in URIs or IRIs, this is something that 
should be brought up on those lists.
