In <http://www.w3.org/Bugs/Public/show_bug.cgi?id=5744#c40Y>, Erik Wilde 
clarified that currently there's really no formal specification for 
fragment identifiers for application/xml+xhtml at all.

It seems that's something we should fix in HTML5 (or even earlier in a 
separate document).
