http://www.w3.org/Bugs/Public/show_bug.cgi?id=5744 is the bugzilla URI 
of the new issue (called "Improved Fragment Identifiers"), and for now 
it simply contains the text of my initial message to this list 
(http://lists.w3.org/Archives/Public/public-html/2008May/0509.html). a 
number of fields in bugzilla don't make a whole lot sense for 
specification discussions, and i left all of these at their default 
values; if there are other conventions for handling that, please let me 
know.
