The current draft makes <a name="pointA"> non-conforming, though <a
id="PointA"> should still work.

I'm not sure how much that really simplifies things, though; the name
attribute on an a element still has to be treated specially.
(example:  http://www.whatwg.org/specs/web-apps/current-work/#htmlcollection)
