Indeed, if anyone wants to help document this stuff it would be very 
useful. We have two wikis available at least (the WHATWG wiki and the W3C 
wiki), and I would be happy to help people out. Catch me on IRC (Hixie on 
#htmlwg on W3C's network or #whatwg on Freenode).

As to why nobody has really done this so far, I presume it's because it's 
a huge amount of thankless work. :-)
