By the way, what is the procedure (of voting ?), in result of which
proposals are being included into 'Working Draft' or not included ?

Idea is quite different: to give possibility to draft line
in _html_ document.
Following your logic about SVG, we have to refuse from html itself.

sending identical elements (instead of <field>)
