Based on 35 e-mails' worth of feedback sent to this list, I have changed 
the spec to make <meta http-equiv="Content-Language"> non-conforming but 
made it one of the errors that validators are encouraged to mumble about.

I haven't changed the processing requirements; the data supports keeping 
them as they are for now, and since the pragma is now non-conforming, 
keeping those rules doesn't seem to cause any harm.
