It might indeed:

It might also be a typo of <br>:
   http://pages.prodigy.net/mbruland/TIFFANYS.htm
   http://www.unifeeder.com/

(Those are three out of ~100K pages; new browsers sprouting buttons into 
the middles of that many pages is presumably unacceptable, so presumably 
either the element should be renamed or its rendering should be defined 
so that <bb> (with no attributes) is visually a no-op.)
