Content-Type sniffing: unknown type mask including 00 at end

For the BOMs in the table, the mask contains one or more 00 bytes,  
which seems completely pointless: they will always return 00 with and,  
thus meaning that it has absolutely no affect on the result, so why  
bother having it in the table?
