[wf2] Where to wrap in textarea (detailed review of Web Forms 2.0)

(This is part of my detailed review of Web Forms 2.0.)

For <textarea> elements with wrap="hard" it should be defined where line  
breaks are to occur for the purpose of form submission. In particular,  
line breaks should never occur at the U+002F SOLIDUS character because it  
breaks long URIs.
