Interactiveness of <details>

Substantive:
Banning interactive descendants of <details> seems excessive. I  
suggest confining the descendant ban only to the descendants of the  
<legend> child of <details>.

Editorial:
The context and content model for <details> fails to mention the  
interactiveness exclusions in the way the context and content model  
for <a> mentions them.
