So how about, right here right now, moving the contentious <b>, <i>,  
<sub>, <sup> and <small> (did I miss any others?) under the  
"Presentational markup" section  
http://www.whatwg.org/specs/web-apps/current-work/#presentational ? At  
least that starts marking them for what they are.
