I'd like to discuss heartbeat requirements and publishing a new Working 
Draft of "HTML 5 A vocabulary and associated APIs for HTML and XHTML". 
As apparently this is a matter of some controversy, I this appears to be 
a matter upon which a formal vote will be required.
