Re: MSE and EME topics for Sapporo F2F meeting

The following item is incorrectly marked IMO in the agenda as V.Next
discussion: "https://github.com/w3c/media-source/issues/31".  It is a
clarification of the current spec (indeed, webm bytestream requires this
already, and the bug is to identify if the same restriction can be applied
to all bytestreams because coded frame processing algorithm's discontinuity
logic (especially in sequence append mode) assumes muxed SourceBuffers'
appends are comprised of muxed streams in each media segment.
Note that the github issue is indeed still marked V1.
