New EME issues for review and comment

David has filed 6 new EME issues since the last Media TF meeting discussed EME topics on Tue May 19.  

Please review these issues BEFORE next Tuesday's TF meeting and provide your feedback in GitHub.  If there are no responses before next Tuesday's TF meeting then I am going to assume that no one wants to discuss these new issues.

1) ISSUE-57:  Clarify behavior for denied user consent
