New EME issues for review and comment

David has filed 6 new EME issues since the last Media TF meeting discussed EME topics on Tue May 19.  

Please review these issues BEFORE next Tuesday's TF meeting and provide your feedback in GitHub.  If there are no responses before next Tuesday's TF meeting then I am going to assume that no one wants to discuss these new issues.

1) ISSUE-57:  Clarify behavior for denied user consent

2) ISSUE-58: Clarify that the value of |expiration| should be "NaN" for licenses that never expire

3) ISSUE-59: |expiration| should be Unix time like Date()

4) ISSUE-60: Update registry pages to match the current spec

5) ISSUE-61: Define behavior if sanitized data is empty

6) ISSUE-62: Require that initData sanitization not reorder "entries"
