Re: MSE and EME heartbeat publications

We should try to address any naming churn before publishing. Hopefully, we
can resolve those in the telecon Tuesday. I've also been implementing API
changes so that the the heartbeat will include them. Let's agree on a plan
for EME near the end of the telecon.
