MSE new public working draft

At a recent MSE task force meeting we discussed a plan to publish a revised working draft of MSE.

Please prepare a new candidate public working draft for MSE based on the most recent Editor's draft at:
https://dvcs.w3.org/hg/html-media/raw-file/default/media-source/media-source.html

Please place this spec at a stable location such as:
https://dvcs.w3.org/hg/html-media/raw-file/tip/media-source/media-source-wd.html
so that it does not change while the Chairs process a WG CfC on publishing this heartbeat [1] working draft.

Please reply when the candidate public working draft is ready and I will start the WG CfC.
