[MSE] Spec Updates Published

I have published updates to the Media Source

Summary of changes:
Bug 22148 <https://www.w3.org/Bugs/Public/show_bug.cgi?id=22148> - Replace
VideoPlaybackQuality.playbackJitter with
VideoPlaybackQuality.totalFrameDelay.
Bug 22117 <https://www.w3.org/Bugs/Public/show_bug.cgi?id=22117> - Reword
byte stream specs in terms of UA behavior.

There were quite a number of changes to the byte stream spec sections to
put their requirements in terms of UA behavior. Please look at the text for
your favorite byte streams and make sure that I didn't accidentally
reject/allow something while I was reorganizing the text. If I did, please
file a bug with proposed changes.
