Position Paper on Accessibility

Hello all,

This is not its definitive URL as I don't have FTP here and would like to
relocate it, but the paper will be at

the whole month of May at least (and I did not want to have any more delay
in submitting).

Sorry for sending this so late.

Karl and Daniel, can you please check that we were on the right track when
writing this?
