It occurs to me that there is an even more basic question to ask:

    What types of concerns are motivating this work?

Examples choices include:

   *  safety
   *  simplicity to implement
   *  execution speed
   *  code size
   *  ...?



And, as long as I'm sending this additional note, here's the text-book 
question for getting a standards effort to succeed:

    Who is going to develop and deploy this work?

    If a substantial representation from the developer and operations 
constituencies are not already participating in this effort, then how 
will they be recruited?
