Fwd: Draft for review: Personal names around the world

Richard Ishida（石田理查，這是真名） 是 W3C 國際化專家，也是國際化工作小
組的連絡人。他寫的一系列的國際化方面的文章還算是蠻專業的，最近他又寫了一
篇叫做「世界上的名字」（暫翻），請大家評論也 因此激起了很多討論[1]。

我還沒有看它的內文，不過我懷疑這篇文章沒有點到一些比較細微的地方，比如說
* 名字用的是漢字還是羅馬字的問題
* 有一個真名跟一個綽號的情形（例：Kang-Hao (Kenny) Lu）

總之歡迎大家看看這篇文章，討論一下看看有什麼可以討論、回饋的。另外這些文
章的跨語言界面還算是蠻不錯的，所以也歡迎大家貢獻翻譯，有機會讓一 些中文
世界的軟體更國際化一些，不會弄出像是 W3C 帳號系統的「張三李四」[2]笑話
了。他寫的這些文章裡面，我覺得值得翻譯的還有：
* Setting language preferences in a browser（瀏覽器語言偏好的設定）[3]
* Using <b> and <i> elements（<b> 與 <i> 的使用）[4]
* Declaring character encodings in HTML（在 HTML 裡宣告編碼）[5]

很多文章都有不同語言的翻譯了，就是沒有中文的（請看各文章的右上角）。

最後，之前在小組會議提過一次，由於 HTML5 是一份很大的規範，用到了很多別
的標準組織的東西，例如 IETF（各種編碼、HTTP、Origin 標頭、content type
sniffing 等等）、ECMA、Unicode 聯盟等等，在那些標準組織還沒有中文討論區
之前，大家不妨轉一些有趣的東西過來討論一下。
