Re: Multi-Lingual Pages (ACTION-1)

Note that the Microdata to RDF spec does consider language when creating plain literals. There are two cases (soon to be one), where it does not.

1) For the @content attribute of a <meta> element, it creates a plain literal without language. There's no good reason not to, so I'll update the spec to include the effective language of the element.
2) For the @datetime attribute of a <time> element, it typically creates a typed literal, but if the lexical range does not match any appropriate datatype, it will create a plain literal without a language tag.
