Log Message:
commit ff71259363203c8288d6d8f361d9fc800dbf5078
Author: Erika Doyle Navara <erika.doyle@microsoft.com>

[HTML5 Bug 18904]: change text in 'status of this document' to remove inaccuracies

In order to prepare the upcoming heartbeat draft while still acting in
deference to the open status of ISSUE-151, making the minimal amount of
changes to clear up inaccuracies as to where to find the latest stable
version of the spec and our W3C feedback channels.
