new tracker issues

There is one new item that was marked as TrackerRequest that I'd like 
turned into a tracker issue:

http://www.w3.org/Bugs/Public/show_bug.cgi?id=10068

In addition, there are nine items currently marked as TrackerRequest, 
some quite old. Isn't this keyword supposed to trigger tracker issues, 
and once triggered, this keyword replaced by TrackerIssue?
