file uploads - limiting size

Hi,

I have researched the issue of limiting the size of file uploads
extensively in the last few days.

The web site I am developing, has a pretty standard file upload
facility.

But, we want to limit file to 1MB in size.

To my disappointment, this is not possible to do in any standard way
client side. I currently am doing server side checks instead.

Rfc1867 talks about using MAXLENGTH to do this, but, its use in HTML
specs is purely for max chars allowed in a text or password input.

I know there are other means (applet, activeX) to client side checks,
but this really should be standard browser functionality, and not cause
the user to be prompted for permissions!

I believe this would be very small work to achieve, and the benefits
huge. Imagine being able to inform the user up front of the problem.
Savings on bandwidth, time, disk space and server processing would be
much appreciated.

Please, please, please, how can we get this in to the spec.
