Maybe "usable" isn't the best name. I was trying to provide consistent and
expected behavior for the application regardless of the underlying
implementation.

In Mark's use case, the application wants to avoid using a stream that is being
downscaled on a particular system. On other systems, the stream may not play at
all. In both cases, my proposal would tell the application it should start
fetching another stream. In the latter case, an error event and waiting event
might also be fired.

The proposal also allows the application to know whether the stream can be
played ahead of time, allowing either case - especially the error and potential
playback delay - to be avoided.
